Could Heath Bell and Luke Scott be Tigers before the Trade Deadline?

If the Tigers have the prospects they could get Bell. But I think the price tag for Bell is to high for the Tigers. But Luke Scott should be easy to get. 2 or 3 prospects. Or 1 prospect, 2 players.
