If my cats eye still responds to light even after a detached retina, does that mean hes blind?

like his pupil will get bigger and smaller, but the vet said it was detached due to bacterial infection...she gave me drops to see if it ''could'' do anything...but when he is in another room in the dark only 1 eye glows instead of two.
