Pekin duck heath problems?

my duck has discharge from the eye and looks like missing feathers around the eye as well. He also shakes his head alot and nibbles at my arm. He lays hes head on my other duck as well. Also his feather don't seam to be growing properly like my other one. he don't look as full as the other. What could be the problem and what can i do to help him.
