Should there be federal and state money given to support under-represented minority success on the SATs?
You apparently aren't familiar with California's state sponsored tutoring system. All the tutoring companies hold fairs and compete to enroll underprivileged students. The state government then picks up the tab for the "underprivileged" students who are economically disadvantaged. I personally went to one of the fairs. I was brushed aside, while they climbed all over one another in order to compete for the attention of the Spanish speaking parents who were their targeted demographic. Anyone who looked as though they were too affluent to qualify for government funding ie: anyone not black or hispanic, was summarily dismissed. In fact the one counselor would even talk to us was not busy because he was the company president and didn't speak Spanish.
